Nowadays Canadian government has introduced a process called “LMIA”(LabourMarket Impact Assessment) scheme in which an employer assesses the profile of a client and offers the job accordingly.
What is LMIA?
A “Labour Market Impact Assessment” (LMIA) is
a document that an employer in Canada may need to get before hiring a foreign
worker. A positive LMIA will show that there is a need for a foreign worker to
fill the job. If you can't fill your job with a Canadian citizen or permanent resident,
you'll need to apply for an LMIA through Employment and Social Development
Canada and Service Canada. If they agree there is a need for a foreign worker
to fill the job, you will get a positive LMIA. Receiving
a positive LMIA for an arranged employment offer does not allow a skilled
foreign worker to automatically immigrate to Canada. In order for skilled
foreign workers to become permanent residents, they must meet all the
requirements under the Express Entry immigration process.

send a copy of the LMIA to the employee and then the employee can apply for a
work permit. The LMIA is provided by the Employment and Social Development

work permit is considered valid if it is supported by a copy of a positive or
neutral Labour Market Impact Assessment (LMIA) and a valid job offer, both of
which are provided in the name of the eligible applicant by a specific Canadian
employer.
After spending sufficient
time in Canada on LMIA based work permit, you can convert it into the
permanent residency with certain conditions. The Canadian Experience Class
(CEC) is the pathway to get the same converted into PR.
